Parliamentary Paradiplomacy: Comparative Case-Study of St. Petersburg and Quebec

Abstract (English):
The phenomenon of parliamentary paradiplomacy is a highly understudied theme in academic research, which is possibly due to the underestimation of the role of the sub-state parliament as an actor in international relations. The author has made an attempt to question the position on the ineffectiveness of inter-parliamentary cooperation at the level of substate regions. The paper provides a comparative analysis of the features of parliamentary paradiplomacy in the cases of the Legislative Assembly of St. Petersburg and the National Assembly of Quebec in the context of the domestic political and legal environment (federalism and constitutional law).
