The activities of political departments in the maritime transport of the Far East of the USSR in the pre-war period

Abstract (English):
The establishment of political departments in the transportation sector represented a continuation of the Party’s policy aimed at institutionalizing and expanding political-ideological influence and control over the socio-economic sphere. Accordingly, the purpose of this study is to identify and analyze, on the basis of archival documents, the main directions, challenges, achievements, and miscalculations in the activities of political departments within the maritime fleet of the Pacific Basin during the pre-war period (1934–1941). The initiative to create political departments stemmed from the urgent need to eliminate deficiencies in the organization of transport operations at all levels and to achieve high levels of labor productivity. However, from the very outset of their establishment and functioning, the political departments of the Pacific maritime fleet faced numerous challenges, including organizational, staffing, and functional difficulties. In this regard, particular attention is given to the identification and analysis of these problems, as well as to the evaluation of the departments’ successes and failures during the period under review. The research is based on a corpus of historical documentary sources from the collections of the Central Archive (RGASPI) and regional archives (GAPK, GAHK).
