Abstract:
he paper analyzes the structural changes in the labor market of the Republic of ashkortostan through the clustering of industries and the development of a system of regulatory measures related to the phases of labor resource reproduction. Materials and methods: Based on data on the average number of employees in organizations for 2020–2024, the paper uses the method of cluster analysis to identify four groups of industries with homogeneous dynamics. The methods of comparative and structural analysis were used, as well as the concept of labor resource reproduction phases as a theoretical basis for systematizing regulatory measures. The results revealed a profound structural transformation of the labor market, resulting in a 10.6 % decrease in the total number of employed individuals. A typology of four clusters was formed. The indicators of the labor-deficient market were analyzed using the example of the agricultural sector. A system of state and corporate regulatory measures was developed, divided into phases of labor resource reproduction. The subject of the study is the structural transformations of the labor market in the Republic of Bashkortostan, which manifest themselves in the multidirectional dynamics of employment by economic activity, and the mechanisms of its regulation, which are synchronized with the phases of labor resources reproduction. The results can be applied by state and municipal authorities that develop regional employment policies, by HR departments and strategic management of companies in the real sector, and by educational organizations that develop training and retraining programs. The scientific novelty of the research lies in the development of an integrated approach that provides targeted management interventions based on the synthesis of cluster analysis and a phase model of labor resource reproduction.
