The article presents a brief description of the Russian legal culture that developed in the process of ad- aptation of the Russian diaspora in Manchuria and its role in the formation of a special institutional environment that contributed to the socio-economic development of the region. The main features of the institutional law enforcement and human rights system operating in the alienation zone of the CER, the stages of its activity and transformation, the attitude of the Russian diaspora, local authorities and the population towards it are considered.
