In this research the authors examine the process of institutionalization of think tanks in Vietnamese public policy. Since 1986, think tanks have played an important role during the market transformation of SRV. At that period the organizational features of the Vietnamese think tanks were formed. These features can also be seen today: low policy independence, the presence of an ideological narrative in research, a focus on the state as the main consumer of expert knowledge, and, as a result, resource dependence on it. It is important to note that these features were also found during our analysis of ten modern Vietnamese think tanks.
